A: The first federal legislation the President signed allowed states to waive unemployment waiting periods and not charge employers for unemployment benefits but have the state trust fund pay the claims. It also provided enhanced unemployment insurance. Many states have enacted state provisions and waived waiting periods and are charging their state trust funds rather than employer accounts.
